Woman cutting another woman's hair after umrah

Q: Can a woman cut another woman's hair after Umrah or must it be done by a Mahram?

A: It can be done by a woman who is not in ihraam or a woman who has completed all the rituals of umrah and the only thing that is left is the cutting of her hair.

And Allah Ta'ala (الله تعالى) knows best.
