Entering Jeddah without ihraam if one is travelling to Madinah Munawwarah

Q: A person is traveling to Jeddah and wants to go to Madinah 1st when he lands. Then: 

1. Is it fine for him not to be in a state of Ihraam when he enters Jeddah? 

2. Is their any problem in him doing this? Like not preferable etc.?

A: Since his intention is Madinah Munawwarah and not Makkah Mukarramah, he can enter Jeddah without ihraam.

And Allah Ta'ala (الله تعالى) knows best.
