Q: How can one develop complete taqwa and complete tawakkul?

A: Taqwa means to restrain your nafs from committing sins out of the fear of Allah Ta‘ala and out of the fear of His punishment.
Taqwa will be found through you showing determination and courage to leave out sins. Remain in pious company at all times and refrain from joining wrong company, going to wrong places and using devices that will entice you towards committing sins.
Tawakkul means to place your trust on Allah Ta'ala alone. Placing one's trust on Allah Ta'ala does not mean that one should abandon the halaal worldly means to fulfil one's needs, but rather one should adopt the halaal worldly means as per the command of Allah Ta'ala and place his trust on Allah Ta'ala, believing that Allah Ta'ala alone is the One who will cause the means to prove effective in fulfilling one's needs.
In order for one to acquire tawakkul, one should leave out all haraam means entirely as this is going against the commands of Allah Ta'ala.
Take out some time daily to ponder over the grace of Allah Ta‘ala and His countless favours upon you. Through this, tawakkul and reliance on Allah Ta'ala will be acquired.
And Allah Ta'ala (الله تعالى) knows best.
