Q: Kindly advise what should I do and what's the ruling for the following incident:
My husband was not in ihraam, he then trimmed off a fingertip length of a lock of hair, not the entire bottom of the hair. We thereafter kissed and only realized later on that the entire bottom of the hair needed to be trimmed. Is there any penalty for this?

A: If the amount of hair he gathered around his fingertip and cut was from one quarter of your head, then you came out of ihraam and damm is not compulsory upon you.
However, if the amount of hair he gathered around his fingertip and cut was from less than one quarter of your head, then you did not come out of ihraam and accordingly, it was not permissible for you both to kiss while you were still in the state of ihraam.
In this case, a damm will be compulsory upon you. The damm is to slaughter a goat or sheep (that suffices for qurbaani) in the precincts of the haram with the intention of atoning for the violation in ihraam. For you to come out of ihraam now, your husband should gather all your hair around his fingertip and cut slightly more than the amount of one fingertip.
And Allah Ta'ala (الله تعالى) knows best.
