Using the nisaab of silver when calculating zakaat

Q: How to calculate the nisab of Zakaat in money? Should we take into consideration the nisab of silver or the nisab of gold? For information, in France, the price of one gram of silver was 0.63 euros in that month, and the price of gold was 40.15 euros. If one takes the nisab of silver to caluclate the nisab of goods in money, the amount is small. Would it be permissible to take into consideration the nisab of gold in this case presented? If it's possible, what would be the amount of nisab?

Q:

1. Can my wife use her zakat money to send my parents or other relatives to hajj?

2. Can she save her zakat money for two or three years so that it reaches certain amount and could be used for bigger causes?

3. What are the ways in which the zaakat money can be used, like school or university education of a Muslim student?

4. Can it be used to support parents or in laws?

Becoming eligible for zakaat due to debts

Q: Whilst running my business I incurred huge debts in the past few years, and for this reason I had to close my business and was forced to leave my home country for safty reasons. Now for almost two years I'm in a foreign land with my family. Both my wife and I are working. Some of the people who I owe are in the hope that I will one day pay them Inshallah. Now that I'm working and thus the salary what we both receive does not suffice our monthly expenses which includes house rent, school fees, and other day to day expenses. Expenses are more than double the amount we receive as salary. My wife has almost 250g of gold jewellery which was left in my home country which is still belongs to her. And over here where we stay now, we do not own anything unnecessary. Now Mufti saheb my question is

(a) In this scenario am I allowed to collect zakaat funds to overcome my monthly expenses?

(b) I'm I allowed to collect zakaat funds to clear my past business debt?

Zakaat on gold

Q: There are different concepts regarding taking out zakat on your gold. Some people say that you have to take it out on the price you will purchase that amount of gold (new gold price), some say that you need to deduct 12 mashaay, some say that on the amount you will sell your gold you have to take zakat on that amount of money. I cannot take my gold every year to the goldsmith to measure and then to take out the zakat due to the reasons of security. Can you please guide me the correct method in the light of Quran and Sunnah. For example if I have 12.947 tola of gold, and the rate of gold is as follows:

24K 10 Grams = Rs 42128

24K Per Tola = Rs 49150

22K 10 Grams = Rs 38617

What would be the amount to be taken out as zakat on the above mentioned gold rates?

Can an organisation stipulate to the recipient how the zakaat money should be used?

Q: I would like to know if an organization that is responsible for collecting zakaah and also giving zakaah

1. Can give zakaah to a zakaatable person for building a house

2. Does that zakaah that has been given by the organization specifically to that person only for building of his house can be used for other purposes other than building of the house?

Accepting zakaat money to pay off one's debts

Q: I used to have a good business that closed down leaving me with R500 000 in debt. I have R200 000 in an investment that gives me R18 000 a year which I use to pay my childrens school fees. I have opened a small business again were I buy everything in cash, this business can only pay for my monthly living expenses. Can I receive zakaat to pay off my debts and what amount?
