Discarded items

Q:

1. A person had thrown away a large number office files. There was nothing wrong with many of these files. I retrieved one file from his dirt bin and have been using it ever since. I remember hearing a ruling that once a person disposes an item, it is permissible for others to take it without the permission of the former owner. Is this correct?

2. Secular students in some places go through the outdoor rubbish bins at the places where their exams are printed before the dirt is collected by the garbage services. They hope to find copies of their upcoming exams that have been thrown away due to printing errors and similar reasons. They do not trespass onto property. Is this permissible?

ISIS

Q: Many brothers from our community are recently speaking positively about ISIS being the correct khilafa. Without getting into many unnecessary debates or arguments, I have been unable to debunk these brother's theories or supporting arguments. They seem to be convincing many others that this is indeed the jihad of Imam Mahdi and are preparing to embark on the journey to join. Much of their argument is based on the fact that Isis is not murdering anyone. That they are living just as the sahabah lived, and they are awaiting Imam Mahdi's arrival. Please guide regarding ISIS and the signs of the correct khilafa.

Listing one's secular achievements on a poster or website

Q:

1) Is it correct for an Alim to list on his Tour Posters/Website etc all his past secular achievements together with which English or American university it was achieved in as well as details of his current secular studies?

2) Is it correct for an Alima to list her secular achievements on her Website and her bayaan notices etc? The thinking in both 1 and 2 above may be to attract secular inclined individuals.
