Is it compulsory to send one's wife for hajj

Q: When a person makes istilaam, should he only raise his hands in the first round when commencing the tawaaf, or should he raise his hands in every round of the tawaaf when he passes by the Hajr-e-Aswad?
Q: I am planning to go for umrah with my father who is elderly. He can walk slowly, but it would take extremely long time for him to perform the tawaafs and sa'ee walking, and he would have to stop many times to rest. Will it be permissible to take him in a wheelchair, even though he technically can walk, since this would be easier for him?

Q: A person delayed doing his tawaaf-e-ziyarah till the last few hours before sunset on the 12th Zul Hijjah. Whilst proceeding from Mina to complete the tawaf-e-ziyaarah, the police prevented him from proceeding to makkah. He attempted going through the police blockade a few times but to no avail. The time period prescribed to complete the tawaaf-e-ziyaarh thus elapsed (i.e. sunset on the 12th Zul Hijjah). Will damm be wajib on him ?

Q: The Saudi authorities have included a considerable area of Muzdalifah into Mina proper and named it as New Mina and they accommodate pilgrims in this area as if it is Mina proper. However many haajis returning from Arafat in Haj also spend the night here as for all practical reasons it is actually a part of Muzdalifah as per the boundaries that existed during Prophet's time. So does Wuquuf of Muzdalifah of these Hajees get fulfilled? And also then what is the status of haajis who are lodged here (New Mina) instead of within the actual boundaries of Mina as it existed during the Prophet (Sallallahu Alayhi Wasallam's) era.
