Is credit guarantee (CGIC) permissible in Islam?

Q: In business, we sometimes suffer great losses when our debtors fail to pay us. To secure ourselves against these losses, we take out credit guarantee (CGIC).

How it works is that I tell CGIC, for example, that the general amount of money owed to me by my debtors at any given point is approximately R40 million. They will then provide me with credit cover and charge me 0.6% p/month of R40 million. When any of my debtors fails to pay me, then as soon as 90 days pass, I issue a letter of demand to the debtor and also inform CGIC. If the debt is not settled by 120 days, CGIC takes over the debt and tries to get the money from the debtor through legal means, etc. They then pay me 70-75% of the debt amount.

Because CGIC is a form of insurance, they also charge an excess i.e. they will not cover the first claim up to R200 000 per annum.

Paying zakaat monthly

Q: For better distribution and reaching to deserving people, is it allowed if one delays payment or distribution of (zakat, charity and other due payment) not on the spot but regularly (monthly) to needy people. He will finish all due payments before the end of the Islamic year. If it is allowed and the person passes away during the year, will he be sinful.

Fear of wearing hijaab in public

Q: I’m scared of wearing my hijab in public now. I have never been forced to wear it, and I loved wearing it for the past 6 years and still do alhumdullilah.

However, there are high risks of attacks on hijabi girls. There are more and more attacks happening and my fear is growing. I am not scared of the people attacking, nor am I scared of showing my religion of Islam. I am scared of getting hurt, being hospitalised or even dying. I have been told to keep faith in Allah and nothing will happen to me. I am keeping my faith in Allah, I am making dua to keep me safe. But what if something bad does happen? I haven’t personally been attacked yet but people around me have, what if I’m the next victim? I live in a town where there are so many racists and I mind my own business, but sometimes it’s hard to do that. I will obviously come back to wearing my hijab but not whilst I’m living in my current town. What should I do?

Disposing of interest money

Q: I asked the bank to change my account from profit and loss to current account and stop sending profit to me. They told me that they cannot and told me to make a new account, which I cannot do due some reasons. It is okay if I give the interest money to poor people?

Performing qasr salaah in Makkah

Q: We travelled from India on 4th Aug 4pm and reached our hotel in Makkah on 5th 00:30. We calculated our stay as 14 days (5 to 18) and we had intention that on 18th night or 19th morning we will leave for Mina. We left for Mina 19th morning 03:00am. We came back to Makkah on 23rd evening and stayed till 4th Sep. We offered qasar all in Makkah and during haj and then after coming from Haj as our stay at Makkah was not 15 days before leaving Mina and even after coming back from Haj it was not 15 days. Is it correct?

Few people calculate Mina, Arafat, Muzdalifa stay as in Makkah only, so as per them it is 30 days in Makkah and we should offer full salah. Is it correct?

What should be done with extra money collected by the cashiers?

Q: I am working as an accountant in a private company. I deal with the bank and cash received from customers and also make payements for the company. Somtimes when I calculate cash at closing time, it goes in excess. Can I use this cash for my personal use or not? One point I want to clear is that I am working on software and I cannot put back in software.
