Hajj if one does not have the means

Q: My mother requests a fatwa to show some women regarding the purdah in ihram, explaining:
1. The cloth should not touch the face
2. Purdah has to be observed from ghayr mahrams.
There is a misconception amongst some women who, throughout the year observe purda, اَلْحَمْدُ لِلّه, but due to a certain aalim's wife informing them that purdah is not necessary in ihraam, they discard it during umrah. She also would like to find out from Hazrat that:
3. Is wearing a normal purdah intentionally a major sin?
4. Would this also be the case if out of circumstances, since due to her eyesight, she cannot see with the cap purdah clearly?
5. What would be the penalty if the cap purdah unintentionally touches the face?
Q: What is the Shar’ee ruling in the case where a person passed the meeqaat without tying the ihraam?
Q: I have the health and wealth alhumdulillah to preform hajj. But I'm 16 and the Saudi government doesn't allow anyone aged 16 to come without a parent or mahram. And I don't have any family I can go with. And my parents don't allow me to go with a group. And my parents say they can't come with me they don't have the money. Q: A woman is experiencing her haidh and needs to perform her Tawaaf-e-Ziyaarah, but she will only become clean from her haidh after the date of her return flight. Since her flight is already booked, can she perform her Tawaaf-e-Ziyaarah in haidh and give damm?
Q: I live in Saudi Arabia. I performed Umrah one week ago, when it comes to do qasr or halq, I got pain in on the side of my foot. I reached quickly at the barber shop, they were closing shop due to prayer. I insisted but they refused to cut, they instead cut some hair from the upper side and another person with me also done it. After Prayer I wanted to cut my hair further, but due to much pain in the foot I could not go there. Then some one told me it is necessary to cut quarter of the head but I could not do it, now i'm back at home, and was thinking about it, either that qasr is enough for me or not, so my question is was this act enough to become halaal or not? If not, what do I have to do right now?
Q: What should a woman do when her wudhu breaks while performing tawaaf in the time of hajj? Since it is very difficult for her to go and renew the wudhu due to the crowd, etc. can she continue the tawaaf without making wudhu?
Q: Is applying ointment for pain or other cause also prohibited after one had entered ihram, because normally all ointment has a scent whereas all scented things are prohibited in the state of ihram?
Q: A female scholar in Masjid Nabwi told my wife that it is permissible to cover the face while doing Umrah and that there is no proof for covering the face while doing umrah. She followed her instruction and did umrah while her face was covered with niqaab. Was the female scholar correct? Does my wife have to pay any type of compensation?
