Fidyah for missed fasts

Q: I miss 7 fasts every year in Ramadan due to periods. I did keep some qaza fasts but I don't remember how many. I had the intention to keep all but my health was always weak. Now also, I have excess bleeding and weakness due to which I dont think I can keep fasts. I calculated the missed fasts to be 7×30 years = 210 fasts approximately

1. How much fidya or kaffara do I have to give?

2. Can I give all at once?

3. To whom can I give it? Can I give to Rohingya refugees?

Swallowing the moisture on one's lips after wudhu while fasting

Q: The moisture left on my lips from washing my face/mouth during wudu, is this safe to be licked and ingested when fasting? Usually after I wiped my lips in wudu, I have to spit and then let my lips air dry and/or wipe with a tissue until dry. Today after wudu, the majority of my lips were dry but in the corner of my lips I felt a coolness, which may indicate that there is still moisture from wudu left. I licked that area. So now I’m just wondering if my fast is valid. 

Starting kaffaarah fasts at the beginning of an Islamic month

Q: I have a question regarding kaffarah for accidentally killing someone. I read a recent post of yours saying that you have to fast for two months consecutively.

My question is, does one start fasting from the first of the month (so, assuming we follow the hijri calendar, fasting could be for 58-60 days if there are 29/30 days in the month) or can one start anytime and fast for 60 days?

Fasting on only the 10th of Muharram due to some valid excuse

Q: I have read that it is makrooh tanzihi for one to fast on only the 10th of Muharram (without also fasting on the 9th or 11th). My questions are:

1. What is the ruling if one could only fast on the 10th due to some valid reason?

2. Should he rather not fast on the 10th?

3. What constitutes a valid reason?

4. What's the meaning and ruling of makrooh tanzihi?

Eating after sehri ends

Q: I woke up this morning and drank water after fajr. Not realizing I needed to fast today. However, since then I haven't eaten or drank and want to keep my fast. Would it be accepted? I didn't know I had to fast today and a friend told me.
