Replying to the azaan of two masjids

Q: I live in a small village. In my village there are two masjids, one belongs to Ahal Hadeees, who follow Imaam Shaafi and the other belongs to Hanafi's (who follow Imaam Abu Hanifah).

When azaan starts in one masjid, the other will be starting prayers as they have completed azaan few minutes early. So in this system of prayers, the one azaan in any of two mosque is not given the heed that we are supposed to. So I would like to hear from you, is it wrong or not.

Reciting qunoot in 2 rakaats if one doubts the rakaats

Q: In the witr prayer, if a person has a doubt as to whether they are performing the first rakat or the second rakat and this doubt occurs quite often and because their heart is not inclined towards either rakat that person chooses the lesser number and performs the first rakat along with the tashahhud because it is possible that this could be the second rakat. In the second rakat does this person have to recite the qunoot because it is possible that this could be the third rakat? In the third rakat, does this person have to recite the qunoot again along with prostration of forgetfulness.

Qiraat in the second or third rakaat of witr salaah being longer than the first rakaat

Q:

1. In the witr prayer, is it makrooh tahreemi, makrooh tanzeehi, or permissible to recite a surah in the third rakat which is longer by three verses or more than the surah which was recited in the first rakat and is it makrooh tahreemi, makrooh tanzeehi, or permissible to recite a surah in the third rakat which is longer by three verses or more than the surah which was recited in the second rakat?

2. In a fard prayer or in a wajib prayer, if two surahs have the same number of verses but not the same number of words then would it be makrooh tahreemi, makrooh tanzeehi, or permissible to recite the surah which has less words in the first rakat and to recite the surah which has more words in the second rakat?
