Selling an item not yet in one's possession

Q: Is it permissible for a supplier to:

1. Sell/enter into deals for goods not yet in his possession (not physically present), but the goods have been paid for. The goods maybe in transit or for some other reason not yet in his possession.

2.) Sell/enter into deals for goods he has neither paid for nor does he have them in his possession.

3). Sell/enter into deals for goods that are in his possession but have not yet been paid for. (Purchased on credit)

Using one's work computer for personal work if one has free time

Q: I am a government employee. I work on the computer. Often, there is little work and most of the time we are free. My questions are: 

1. Can I use the Govt. computer and internet for further learning advanced technologies?

2. Can I use it for listening to Islamic lectures?

3. Can I use it for work with some other companies as most the time I have no work to do?

Furthermore, the internet service is free and does not incur extra charges.
