Responsibility of taking care of a woman

Q: A man was taking care of his sisters (due to both parents passing away years back). He has now passed away, amongst his descendants there are 6 kids and a wife, of which only 1 baligh son aged 17.

The sister has 4 paternal uncles (papa's) and 3 maternal uncles (mamajees) and a sister. She is not fully mentally okay and needs someone to oversee her daily living.

Q: What should I do when my mother is old and she has no one to look after her. My husband does not want me to take care my mother. I am the only child. My father passed away.

I told my husband that she does not have anyone to go to but he ruined her visa application so she cannot stay with me. I am sad to see her in pain but I don't know what to do? If I take her side then my husband blames baseless things in her.

What do I do in such a situation? He's not supporting me in this. He's also not a religious man and he does not pray at all. He does not follow Islam. There no family members that can step in and stop him.

Q: When I go outside to my back garden to throw something in the trashbin or do quick task, sometimes I don’t wear a headscarf or I wear it loosely. It can be inconvenient to have to put on proper hijab if I’m only going to go out for a few seconds. However, I usually peek out to see if the neighbours opposite our house have their lights on in their window and/or if they are actually looking out of the window at the time of me going to the garden. If I can see them then I will cover myself, otherwise I won’t. If a couple of strands of hair are visible then I don’t see it as an issue as they would not be able to see my hair all the way from their window. Is what I’m doing permissible?

Islamic event that feel like concerts

Q: Some Islamic Scholars organize large scale events. People here scream and shout Takbeer. Audience is comprised of both genders with separate seating arrangements. Though the purpose of the event is Islamic lectures and motivational talks, the ambience feels like a concert. These have been going viral since recent days.

What is the ruling on such events? 

Not fasting in the month of Ramadhaan on account of taking part in a soccer event

Q: The company I work for hosts a soccer event once a year for all African countries and this year the event falls in Ramadaan. They have tried their best to look for alternate dates but because there will be 700 participants they cannot get get accommodation at any other time. They are very concerned about the +/- 15 Muslim participants and the ruling regarding fasting for these travellers from Senegal and Ivory Coast.

Please can you advise on the correct ruling regarding exemption in this regard.
